I don't know or follow Richard Russell, but I've heard his name from time to time. Mark Hulbert has a column up detailing the latest from the market timer.

Looks like Richard's latest thought is that the 2007-9 bear market was actually just a correction within a bull market. Yeah, really. Just a minor bump in the road in this great bull market.
